What differs is how many output tokens each quality setting bills and what OpenAI documents for each. Here is the side by side: the token counts were measured on our own key on September 15, 2026, and everything else comes from OpenAI's documentation checked the same day.

On the OpenAI API, at the same quality setting, GPT Image 2.5 Flare bills less. In our September 15, 2026 test a high-quality 1024x1024 image billed 1,756 output tokens on Flare and 7,024 on GPT Image 2, about $0.053 vs $0.211 at list price; low quality billed the same. Which should you pick?
Use GPT Image 2.5 Flare on the API when cost per image matters: at the same medium or high setting it billed a quarter of GPT Image 2's output tokens in our test, and OpenAI documents xhigh and max quality, custom sizes up to 3840px, masks and transparent backgrounds for it. Keep GPT Image 2 when your pipeline relies on the Batch endpoint, which its model page lists and Flare's does not, or when your prompts are already tuned to its April 2026 snapshot. Neither reason is a quality verdict. Token counts measure the bill, not the picture, so run your own prompts through both before you switch. On the OpenAI API, at the same quality name, yes. Both bill $30 per million image output tokens, but in our September 15, 2026 test a high-quality 1024x1024 image billed 1,756 output tokens on Flare and 7,024 on GPT Image 2, about $0.053 against $0.211 at list price. At low quality both billed 196 tokens.
We do not rank them, because no independent benchmark is cited here and token counts are a billing measure, not a quality score. OpenAI describes Flare as fast, high-quality everyday image generation and GPT Image 2 as a state-of-the-art model for fast, high-quality generation and editing. Run the same prompt through both and judge the results yourself.
OpenAI calls Flare "our fastest model for high-quality, everyday image generation" and gives it a "Very fast" speed rating. We do not publish our own timings as a benchmark, so treat speed as OpenAI's description rather than a measured head-to-head.
OpenAI's image generation guide documents low, medium, high, xhigh, max and auto quality, plus custom sizes in multiples of 16 with aspect ratios from 1:3 to 3:1, for the 2.5 models and does not mention GPT Image 2. So they are not documented for GPT Image 2. Our key accepted low, medium, high and auto on it.
Both are on the $23/month Pro plan and up, at 63 PT per image each. The $11 Basic plan does not include them; its only image engine is GPT-5 Image Mini. Sizes are square 1024x1024, landscape 1536x1024 or portrait 1024x1536, and any other size comes back square.
One image. Flare renders at its high setting and GPT Image 2 at its medium setting, and in our test those two renders billed exactly the same OpenAI output tokens: 1,756 at 1024x1024 and 1,372 at 1536x1024. Equal tokens do not mean equal pictures. You can attach a photo to edit on either model, but an edit with several reference images or a very long prompt counts as more than one image.
